A System Built for the Average, Applied to Everyone

The premise behind prerequisite requirements is not unreasonable on its face. Before a student studies organic chemistry, it helps to understand general chemistry. Before engaging with multivariable calculus, a foundation in single-variable methods is sensible. Sequencing knowledge is a legitimate pedagogical concern, and no serious educator disputes that foundational competencies matter.

What is far more contestable is the assumption that a single, fixed pathway through a subject is appropriate for all learners — and that the only valid evidence of readiness is completion of the preceding course. This assumption, embedded in course catalogs from community colleges to research universities, has calcified into policy. The result is a system that routinely prevents motivated, capable students from accessing the material they are prepared to engage with, simply because they arrived at that readiness through a route the institution did not anticipate.

The consequences are neither abstract nor rare. They play out in advising offices, in department hearings, and in the decisions students make when they conclude that the path forward is too obstructed to pursue.

The Competency Gap Nobody Wants to Measure

Consider what prerequisite enforcement actually measures. In most institutions, satisfying a prerequisite means earning a passing grade — often defined as a C or better — in the antecedent course. It does not measure what the student retained, how deeply they understood the material, or whether they have since acquired equivalent knowledge through independent study, work experience, or coursework taken elsewhere.

A student who earned a B-minus in introductory physics three semesters ago and has since spent a year working in an engineering lab may have a far more sophisticated grasp of the subject than a classmate who received an A in the same course last spring and has engaged with the material minimally since. Under standard prerequisite logic, both students are equivalently qualified. Under any honest assessment of readiness, they are not.

This gap between credential and competency is precisely what alternative assessment models are designed to address. Placement examinations, portfolio reviews, faculty interviews, and competency demonstrations have all been used by individual departments and institutions to make more accurate determinations of student readiness. The results, where they have been studied, are instructive.

At several pilot programs within the University of California system, students who bypassed standard prerequisites through demonstrated competency assessments performed at rates statistically indistinguishable from those who had completed the prerequisite sequence. Similar findings have emerged from selective high schools experimenting with competency-based advancement in mathematics and laboratory science. The data does not suggest that prerequisites are valueless — it suggests that the course-completion proxy is a poor substitute for actual readiness evaluation.

The Students Bearing the Cost

The burden of rigid sequencing falls unevenly. First-generation college students, transfer students, and those who have pursued non-traditional educational paths are disproportionately affected, because their competencies are more likely to have developed outside the channels the institution recognizes. A student who learned advanced biology concepts through years of independent research or community-based science programs may arrive at a university with knowledge that exceeds the introductory curriculum — and still be required to sit through it.

The academic cost is real: students placed in courses below their level frequently disengage, and disengagement at early stages of a college career correlates with attrition. But the motivational cost may be equally significant. When an institution communicates, through its policies, that demonstrated knowledge does not count — that only credentialed knowledge counts — it sends a message about what the institution actually values. For students already navigating skepticism about whether they belong in higher education, that message can be decisive.

The STEM pipeline problem, which receives considerable attention at the national level, is partly a prerequisite problem. Students who arrive at college with genuine interest in advanced science or mathematics and find themselves required to complete two or three semesters of material they already know are not encountering a rigorous education. They are encountering a queue.

What Innovative Institutions Are Doing Differently

A growing number of schools are experimenting with structures that decouple readiness from course completion. Competency-based education models, already established in some professional and vocational programs, are beginning to appear in traditional academic settings. Under these frameworks, students demonstrate mastery of specific learning outcomes through direct assessment rather than seat time, and advancement is tied to that demonstration rather than to credit accumulation.

Some institutions have introduced challenge examinations — formal assessments that allow students to test out of prerequisite courses by demonstrating equivalent knowledge. Others have developed faculty review panels that evaluate student portfolios or conduct brief oral assessments before granting enrollment exceptions. These approaches require more administrative investment than a transcript review, but they produce more accurate placements.

At the secondary level, several school districts have moved toward standards-based promotion in mathematics and science, allowing students to advance when they can demonstrate proficiency rather than when a calendar year has elapsed. Early results from these programs suggest that students who advance on demonstrated readiness rather than age-based cohort assignment show stronger engagement and lower rates of course withdrawal.

The Institutional Inertia Problem

If alternative models exist and produce favorable outcomes, why do rigid prerequisite chains remain the norm? The answer involves institutional inertia, resource constraints, and a risk calculus that tends to favor the status quo.

Departments that open advanced courses to students who bypassed prerequisites assume responsibility for those students' outcomes. If a student placed by competency assessment struggles, the decision to place them becomes visible. If a student held back by a prerequisite requirement disengages and leaves the institution, that outcome is diffuse and difficult to attribute. The asymmetry in accountability creates a conservative bias in placement policy that does not necessarily reflect a conservative reading of the evidence.

Accreditation standards, articulation agreements between institutions, and financial aid eligibility rules also create structural incentives to maintain credit-hour sequencing even when it does not serve students well. Reform requires not only pedagogical will but policy coordination across systems that were not designed to move quickly.

None of this makes reform impossible. It makes it slow, and it means that the students most harmed by the current system are unlikely to see meaningful change during their own enrollment. That is a cost worth naming plainly.

Toward a More Honest Definition of Readiness

The purpose of a prerequisite, properly understood, is to ensure that students have the foundational knowledge necessary to succeed in the course they are entering. That is a legitimate educational goal. The question is whether the current method of enforcing prerequisites actually serves that goal — or whether it serves a different function entirely, one more concerned with administrative simplicity than with student preparation.

Institutions willing to ask that question honestly will find that the evidence supports a more flexible, assessment-centered approach to placement. They will also find that implementing such an approach requires investment, coordination, and a willingness to accept that the existing system, however familiar, is not neutral in its effects. It advantages students whose educational histories fit the expected mold and disadvantages those whose readiness developed elsewhere.

For a national academic culture that claims to value merit and intellectual achievement, that is a difficult position to defend.
